The Financial Specialist is deputy to the Financial Management Officer (FMO) and is the senior Local Employed Staff member in the section serving Zagreb and Podgorica. The incumbent advises on all financial management operations. The incumbent provides advisory services to the FMO, Management Officer (MO), and to sections and heads of serviced agencies. The incumbent implements, coordinates, and manages a full range of financial services including budgeting, financial planning and reporting, allotment accounting, vouchering, and cashiering. He/she is a responsible officer, designated an Authorized Certifying Officer (ACO), and is responsible for the accuracy and legality of the payments made from approved federal funds. Supervises 6 Local positions.

Requirements:

EXPERIENCE: Five years of progressively responsible experience in managing financial accounts with emphasis on analytical judgement, drafting narratives and management skills. Two years in a supervisory position required.

JOB KNOWLEDGE: Proficiency in accounting and budgeting procedures, and government financial regulations. Must be able to understand local economic and legal trends and be able to apply them to financial plans and budgets.

Education Requirements:

Completion of College or University degree in Accounting or Finance with appropriate study in accounting, mathematics and bookkeeping.

SKILLS AND ABILITIES: The incumbent must have the ability to function independently when dealing with agency representatives and internal customers, vendors, the Global Financial Service Center, and the Department. Must be a problem solver with strong interpersonal skills. Must be able to monitor and manage multiple projects. Must have excellent management and supervisory skills, organization skills, and customer service skills. Must have intermediate computer skills in MS Office (Word, Excel and Outlook).
