ESB International have an exciting opportunity for a technical Services Manager to join our team in the mobilisation of a new, modern Power Plant based at Marsaxlokk, Malta.

Applications are invited from suitably qualified and experienced candidates to join the Operations and Maintenance (O&M) Team as Technical Services Manager.

Role Description:
The Technical Services Manager is a key role of the management team. The team comprises of Project Engineer, Technical Support Engineer and Plant Chemist.
The Technical Services Manager will be responsible for establishing and maintaining a best in class CCGT Power Plant, fulfilling the requirements of the O&M contract with ElectroGas Malta and meeting the contractual obligations and commercial targets set for the plant.
The Power Plant O&M Team will work flexibly and collaboratively together and with its contractors.

Key Responsibilities Include:
• Managing the ICT, Environment and Chemistry functions;
• Plant performance monitoring and reporting;
• Manage the plant computer network and communication systems and ICT support systems including Computerised Maintenance Management System (CMMS);
• Manage statutory compliance in Occupational Health & Safety and Environmental fields;
• Initiate and manage appropriate plant condition monitoring schemes and implement technical reporting parameters for the overall process;
• Manage the development and implementation of safety, environment and quality systems to the relevant ISO and OHSAS standards;
• Perform engineering studies or investigations as required;
• Manage the Business Continuity Process;
• Manage the storage and retrieval of all plant records, data, documents and drawings;
• Prepare and manage the budget for the technical services function;
• Manage outside services contracts in the Technical Services area;
• Liaise with other departments as required or directed in the best interests of the business;
• Carry out the role in management of safety, environment and quality as identified in the relevant ISO systems and processes.

Znanja i kvalifikacije:
Knowledge, Skills & Work Experience:
• The Technical Services Manager will be qualified to a Bachelor’s degree level (MQF Level 6) in an appropriate engineering discipline or equivalent, that is holding a Chartered Engineer Status.
• Five (5) years’ recent experience in managing power plant or similar process industry in a commercial environment is desirable;
• Experience in management of information systems as well as other engineering support and performance activities is desirable;
• Good ICT skills are essential;
• Experience working in a thermal, open cycle or CCGT power plant is desirable;
• Experience in project management and/or good planning skills;
• Project management and Overhaul (OH) planning and scheduling;
• Plant Technical and Commercial Reporting and Performance Management;
• Managing the Integrated Business Management Standards for the facility;
• Developing plant modification and enhancement projects as required;
• Strong interpersonal skills and have the ability to manage stakeholders;
• Strong communication skills encompassing an ability to prepare reports to suit recipients at different levels of the organisation and make presentations as required;
• A good command of written and spoken English is essential;
• In possession of a valid driving licence.

Relationship: The successful candidate will be a key member of the management team and will report to the Plant Manager.

Working Arrangements:
A minimum average of forty (40) hours per week applies.

Training & Continuing Professional Development:
As it is a newly built power plant a significant amount of training will be provided in the early stage of plant set-up. Whilst most training will be carried out at site or locally, there may be a requirement to attend some training at the Original Equipment Manufacturer (OEM’s) workshops or training centres where appropriate.
