ATCO Frontec Europe Ltd. is currently looking for a Director Support Services to work at our Kandahar Afghanistan Project.

General Accountability:
Through the Support Services Team – Accounting, Human Resources and Administration, Contract, CIS and Medical Clinic Managers – the Director Support Services manages the day-to-day operations of all support services to the AFE KAF project ensuring that the functional directorates are supported and maintained and that they can focus on their mandates.
Structure:
The Director Support Services reports to the Project Manager, AFE KAF Project and has five direct reports in an organization of 27 personnel. Support Services comprise the following:
Accounting: Operates 9 hours per day/6 days a week and provides payroll services for all non-Canadian employees, accounts receivable (invoicing) for NATO and non-NATO contracts and contractors, accounts payable (including prepayments and a cash desk responsible for controlling cash supplies.
Communications and Information Systems (CIS): CIS operates 9 hours per day/7 days a week and has emergency call-out providing 24/7 service. CIS is responsible for all aspects management of the KAF project’s WAN/LAN/WLAN networks, voice and computer systems and equipment under AFE control.
Human resources and Administration: Operate 9 hours per day/7 days a week and provide all aspects of HR, Administration and travel support for the KAF project.
Contract Management and Organic Growth: Operates 9 hours per day/6 days per week and provides up and down contract management, organic growth contract development and general contract support.
AFE Medical Clinic operates 9 hours per day, 6 days per week and has emergency call out service to provide the AFE-KAF Project with 24/7 Role 1 (first line) medical assistance including triage, wound dressing, sick parade and a basic pharmacy. The Role 1 Medical clinic maintains an active interface with other clinics and medical personnel on KAF and with the COMKAF’s Role 3 Hospital. The AFE Medical Clinic plays an active role in any coordinating and facilitating any and all medical repatriation or medically motivated travel (for treatment outside KAF).
Dimensions:
The Director Support Services is responsible for the following activities:
• All KAF-Project staff functions (described above) in support of the NAMSA contracts
• Implementation and management programs and tasks as directed by senior management or as dictated by the direction of the project
• Timely completion and submission reports and returns
• Development of policies, processes and procedures in support of the mission
• Development of succession plans and professional development within areas of responsibility.
Specific Accountabilities:
• Oversees the Support Services budgets with the respective managers to ensure that spending is on-track and budget issues are identified and resolved in a timely manner
• Ensures all contractual obligations are understood and provides advice, guidance and support to the Project Manager and functional sections regarding their rights and obligations under existing and potential contracts
• Works closely with NAMSA (Head of Office, Contracting Officers and Technical Officers regarding) contractual issues
• Ensures that accounting services meet the requirements of the mission and head office, and that data reported is relevant, accurate and timely
• Ensures HR needs of the KAF Project are met
• Ensures that administrative support to the project is provided in a timely manner and is relevant to the needs of the senior project management and head office
• Manages the human resources within the support services directorate.

• 5-10 years managerial experience
• Post secondary education preferably in business, commerce however equivalent career experience will be considered
• Excellent English language skills both written and oral; able to express ideas/solutions in a clear and concise manner
• Proficiency in MS office applications with particularly strong skills in Excel and Word
• Strong negotiating, communicating and organizational abilities
• Excellent ability to prioritize and work forward numerous tasks in parallel using all resources available
• Proven capability to work with, and achieve cooperation from, disparate groups including IT professionals, engineers, HR professionals, accountants, supervisory and managerial personnel and trades
• Possess strong knowledge of contracts, contracting language and forms, confidentiality issues (with respect to medical records)
• Proven ability to understand and manage accounting and financial issues at the macro level.
Additional Comments:
This is demanding position requiring the incumbent to work in an environment of conditions varying between exceptionally hot and dusty to temperatures below freezing. The incumbent will be physically fit and able to work continuously in these extreme conditions.
