Reporting to the Deputy Head of Municipal and Environmental Infrastructure (“MEI”), based in the MEI team, and in close collaboration with the respective sector teams, including the Energy Efficiency and Climate Change (“E2C2”) team, the Principal Manager contributes to the development and management of the Renewable District Energy in the Western Balkans Fund (“ReDEWeB” or the “Fund”). The Government of Austria (the “Donor”) has provided EUR 4 million to establish the Fund. ReDEWeB is aimed at facilitating the development of Renewable District Energy (“ReDE”) projects by providing the policy and technical support needed for investment origination and implementation.

The main objective of the Principal Manager is to support EBRD’s efforts to manage the allocation and implementation of the Fund resources, to ensure coordination between the respective sector teams on the activities of the Fund, to support the delivery of integrated approaches, and to maintain the communication with the Donor and other relevant stakeholders (e.g. Energy Community Secretariat). In this light, it is expected that the Manager will provide a direct oversight function of the technical cooperation (“TCs”), ensuring they meet the sector team requirements whilst remaining within the remit of ReDEWeB, and subsequently supporting collaboration with the relevant Operation Leaders for any related investments to ensure the Fund achieves the underlying project requirements, as necessary. The Manager will also do the operational reporting of the projects under the Fund to the Donor.

Accountabilities & Responsibilities
Under the guidance of the Deputy Director, MEI, the Associate Director, Lead Policy Products, E2C2, and the District Energy Sector Specialist, the Principal Manager shall:

Ensure the appropriate utilisation of ReDEWeB resources by:
  • Identifying investment projects that can benefit from policy and technical support under ReDEWeB;
  • Collaborating with Operation Leaders to prepare ReDEWeB assignments for internal approval as required including preparing terms of reference for those assignments such that they are consistent with the requirements of ReDEWeB;
  • Ensuring that consultant procurement is conducted under the Fund proceeds efficiently;
  • Ensuring that all contract outputs are delivered on time;
  • Creating and maintaining a database of all technical outputs prepared under the Fund;
  • Providing internal assessments for colleagues on the sustainability of renewable energy resources to be utilised in ReDEWeB investment projects;
  • Ensuring that information is available for regular updates to the Donor including ensuring that the Donor is informed of the publication of procurement notes in a timely fashion - the
  • Manager should work closely with the Donor Co-Financing Unit in this regard;
  • Preparing publicity/communications materials such as brochures, videos etc. in co-operation with the Communications and Donor Co-Financing Unit;
  • Ensuring adequate Donor visibility in all outputs and deliverables;
  • Preparing and submitting progress and results reports on Fund assignments as required.
  • Liaise closely with the Energy Community Secretariat (ECS) to ensure alignment of assignments with EU energy legislation and to support countries efforts to meet their Renewable Energy
  • Targets and their Energy Efficiency Targets from the EnC Treaty Obligations.
  • Contribute to the development of assignments under the Fund by initiating and managing at least one ReDEWeB -consistent policy dialogue activity per year.
  • Ensure capacity building and networking efforts under the Fund by organizing networking, demonstration, and knowledge sharing conferences, through the development of a network of ReDE professionals and by supporting efforts to establish a Western Balkans Network of Annual DE Conferences (WeBNADEC) and organising the annual Vienna WeBNADEC Conference.
The responsibilities of the Principal Manager are designed to allow them to progressively undertake more complex tasks and build the scope of responsibilities based on acquired experience and expertise.

Knowledge, Skills, Qualifications & Experience
  • Master’s degree in an environmental and/or engineering or finance subject and relevant experience.
  • Ability to write comprehensive text relating to the GET in operation documents
  • Excellent understanding of EU IPA programmes in the region is desirable.
  • Excellent technical understanding of district energy systems (both heating and cooling) covering generation, distribution and the demand side.
  • Understanding of integrating renewable energy sources such as biomass or solar thermal in district energy systems is desirable
  • Knowledge of the main market/policy barriers to increased utilisation of renewable energy sources in district energy systems.
  • Excellent understanding of environmental and policy aspects of the renewable energy sector is desirable
  • Knowledge of the local banking industry in countries of operations is desirable
  • Computer literacy, conversant with Microsoft Office with in-depth experience in Excel and Powerpoint packages including financial analysis, modelling, and presentation modules.
  • Ability to work effectively as a team member, to deadlines, and under time pressure.
  • Excellent written and oral communication skills in English are essential.
  • Good command of a language from the Western Balkans region is an advantage.
  • Relevant policy/technical experience from a relevant multilateral institution or consulting company would be an advantage.
