The European Patent Office (EPO), the second largest European public institution, is looking for a dynamic Recruitment and Talent Management Director. Working in a multicultural environment where 35 different nationalities are represented among the staff, he/she will be responsible for recruitment, onboarding, performance management, and learning and development. The EPO employs around 7 000 staff at its four different sites plus a bureau in Brussels, 60% of whom are highly qualified engineers working in three languages. It also has a network of 400 managers.

Placed under the direct responsibility of the Principal Director Human Resources as part of the general strategy of the Office, Recruitment and Talent Management Directorate is a key contributor supporting the Office in performing its public-service mission and delivering high-added-value services. The EPO is currently engaged in a process of far-reaching strategic reform under five roadmaps – on Human Resources, Quality, Co operation, IT and Buildings. The Efficiency scenario and HR roadmap adopted by the Administrative Council, the Office's governing body, involve adapting, inter alia, EPO recruitment, career, performance management, and learning and development policies.

The Recruitment and Talent Management Director will contribute actively to the definition and implementation of the EPO's strategy in those areas. He/she will be the main interlocutor for the 5 directorates-general in the fields of recruitment, performance management and training, to support the staff in maintaining and developing their competencies and abilities throughout their careers, in the context of long-term employment in international public service.

Main duties
• in partnership with the business areas, define, implement and co ordinate the EPO recruitment plan (around 400-450 recruitments a year)
• draw up documents defining strategy and the action to be taken, make regular progress reports and propose corrective action if needed
• co-ordinate, improve, adapt and diversify recruitment channels and sources, with the aim of attracting and hiring highly qualified staff members from the 38 EPO member states
• advise on and actively contribute to the EPO's performance management policy and the reform of its career system, with the aim of maintaining staff performance and motivation throughout a long-term career
• define, advise on and actively contribute to the EPO's talent identification and development programme
• define and implement a learning and development strategy described in a yearly training plan (annual budget of € 11m), with a special focus on training for the patent grant procedure and for managers (first and advanced levels)
• advise and support the directorates-general in shaping and implementing their recruitment and training plans
• organise, structure and manage a team of 50 staff members plus external consultants
• contribute to the definition and consistent implementation of EPO HR policies as defined in the HR roadmap, in partnership with other directorates-general and HR directorates
• support and help to manage change: explain it from a global and co ordinated perspective to promote understanding and acceptance by the directorate teams and internal clients.

Ideal profile
The EPO is looking for a senior recruitment, performance management and learning and development specialist with:
• relevant experience in the above areas, inside or outside the Office
• strong experience in change management
• very good knowledge of recruitment markets and channels in Europe, and of training providers and assessment centres
• the ability to adapt recruitment and training policies to a diverse range of profiles (engineers, lawyers, administrators, support staff, etc.)
• the ability to develop internal and external networks
• experience in shaping and managing recruitment, mobility and training policies
• relevant managerial experience
• strong ability to deliver results
• special sensitivity in dialogue with internal and external partners
• experience of project management
• the ability to think strategically and understand a complex environment.

Minimum qualifications
Diploma of completed studies at university level or - in exceptional cases - equivalent professional experience. Excellent knowledge of one official language and ability to understand the other two.

Duration of the contract
The contract will be for the duration of 5 years. Subsequent appointment as permanent employee may be possible, if conditions laid down in the EPO Service Regulations are fulfilled

Selection procedure
The successful candidate will be selected on the basis of qualifications supplemented as appropriate by interviews, tests and/or a psychometric questionnaire. Before the formal interviews, the candidates shortlisted by the selection board will be asked to attend an assessment centre for exercises and discussions designed to assess their management skills and personal qualities. The results will go to the board for consideration in the subsequent stages of the selection procedure.

It is intended to hold the assessment centre on 5 and 6 June 2014 (in The Hague or Munich) and the interviews on 19 and 20 June 2014 in The Hague.
