This position is advertised with the intention to be filled in December 2012.
The Active Layered Theatre Ballistic Missile Defence Programme Office (ALTBMDPO) is responsible for the day-to-day operation of the Active Layered Theatre Ballistic Missile Defence (ALTBMD) programme. The Programme Office under the responsibility of the ALTBMD Programme Manager reports to the ALTBMD Steering Committee. The PO is hosted by NC3A which provide support, expertise and legal arrangement to the PO.
Responsible to the ALTBMD Programme Manager, the Chief, Integration and Test is assigned to direct the NATO ALTBMD PO Programme of Work in the area of the Integration and Test. The work includes technical and scientific support for the NATO Active Layered Theatre Ballistic Missile Defence Project Steering Committee (ALTBMD SC), and requires close coordination with NACMA and other NATO agencies and bodies, and national and multinational organizations and authorities. The work includes development functional and performance requirements, development of test plan, maintain master system integration plan. The focus of this support will be on development and use of a NATO Integration Test Bed, to conduct experiments that will verify that NATO can realize an effective Theatre Ballistic Missile Defence capability for EAD in NATO.
The incumbent reports to the ALTBMD Programme Manager. He/she will direct individual and team research and will be responsible for developing and maintaining the NATO integration test bed which will be able to test and verify the integration of NATO and National BMC3I and related surveillance and weapon systems which will be components of the NATO ALTBMD system. He/she evaluates, tests and verifies each ALTBMD capability. He/she will be responsible for keeping the Programme Manager/Deputy Programme Manager fully informed as to the progress of the assigned tasks or projects. The incumbent is also required to co-operate closely with military staff in various Headquarters and with current and potential future customers in diverse organizations and to ensure that customer deliverables are produced on time, on cost and to specification.
Duties:
Under the direction of the ALTBMD Programme Manager, but largely on own initiative, the incumbent will perform duties such as the following:
- Provide professional and technical leadership in the conception, development and co-ordination related to all aspects of integration of missile defence systems in an overall ALTBMD capability;
- Direct development of test plan, master system integration plan;
- Plan and control execution of tests plan, schedules and resources;
- Direct and carry out projects in the following areas: Integration Test Bed Development, test, evaluation and verification for missile defence capabilities, including active defence, battle management, communications, command & control and intelligence (BMC3I) and integration with future NATO and national systems in working to implement the requirements of the NATO Staff Requirement for ALTBMD;
- Direct and carry out modelling and simulation activity associated with integration of NATO and National early warning, weapon and BMC3I systems in support of NATO ALTBMD implementation and acquisition activities;
- Direct and carry out tests to verify the integration of NATO and national ALTBMD MD efforts. These activities would include engineering simulations, end to end system-wide verifications and validation tests, and, as required, support for use by NATO Military Authorities for cadre training and for exercising NATO ALTBMD capabilities;
- Establish and direct a configuration and control process to insure that NATO and national systems, system models and system emulators can interface with the NATO Test Bed;
- Participate as required in the formulation of the ALTBMD Programme Office’s technical programme;
- Develop and review results of the testing and verification of the NATO ALTBMD system and the Integration Test Bed as the NATO ALTBMD architecture achieves progressively increased levels of capability;
- Co-ordinate project work with the activities of related projects in other NATO Agencies and in Nations;
- Give briefings and presentations to the Steering Committee and other NATO Bodies;
- Give scientific briefings and presentations; write and/or review scientific papers and articles for publication;
- Assist in the planning, preparation and hosting formal and informal visits, meetings and conferences with representatives of military, civilian and industrial organizations;
- Participate in the recruitment and selection of scientists, engineers and other staff, to maintain the authorised complement at the highest quality;
- Perform any other duties as may be required.

- A university degree or equivalent in electrical engineering, physics, operations research, computer science/engineering or other relevant scientific or engineering discipline, preferably equivalent to a Master's and supplemented by relevant postgraduate qualifications;
- Minimum ten years’ relevant experience;
- Experience in management and administration of industrial contracts and of resources over time;
- Project management including technical management and leadership experience;
- Extensive experience in development and/or acquisition of distributed interactive network simulations, directly or indirectly related to missile defence systems, battle management command and control system components, interceptor system components, surveillance system components or elements thereof;
- Extensive experience in test, integration and interoperability activities for complex defence systems;
- A detailed knowledge of modelling and simulation technology in a distributed environment as it applies to three of the following areas:
. Sensors;
. Weapon Systems;
. Command & Control Systems;
. Command and Control (C2) for MD decision making and data processing requirements as they apply to the above systems;
- A thorough appreciation of the operational use of missile defence;
A wider understanding of Command and Control (C²) for Theatre Missile Defence and C² decision-making and data processing;
- Knowledge of current and planned national missile defence systems and BMC3I concepts;
- Development and conduct of testing and verification activities.
Desirable Experience and Education:
- Preference will be given to candidates that demonstrate a particular expertise and in-depth knowledge in some of the following areas of expertise:
. International and NATO procedures and standards for modelling and simulation in a distributed environment;
. Configuration management and control;
. Detailed knowledge of the NATO ACCS and Bi-SC AIS and their implementation and validation processes;
. NATO General Purpose Communications Systems (NGCS) architecture and tactical data links including Link-16;
. Non tactical secure networking policies and procedures in a NATO-wide environment;
. Detailed knowledge of current ADP system capabilities and trends, including hardware and software aspects, and information systems life cycle phases;
. Systems Architecture development and analysis as applied to integrated command and control systems.
. Knowledge of the organization and responsibilities of NATO
. Knowledge of NATO contracting and contract administration procedures;
. Experience of working in NATO for a related to the topic;
. Experience with standard ADP project management tools, such as MS Project, MS Excel, etc.;
. Past operational or technical-operational experience in the C3 domain;
. Prior experience of working in an international environment comprising both military and civilian elements;
. Proven ability to communicate effectively orally and in writing with good briefing skills.
Language Proficiency:
- A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable.
- NOTE: Most of the work of the NATO C3 Agency is conducted in the English language.

Travel:
- Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the Brussels, Belgium, and the Hague, The Netherlands offices;
Professional Contacts:
The incumbent is responsible for:
- Co-ordination and co-operation of work with the NATO C3 Agency, NACMA and other relevant NATO and National activities;
- Establishing and maintaining internal and external contacts with other staff concerned with related or similar efforts in Strategic Commands, NATO, national MODs and laboratories and industrial organizations.
Supervisory/Guidance Duties:
- Supervise assigned project staff to ensure technical standards, project milestones and financial goals are met;
- Supervise project staff, up to around 10 people including contractor support to PO, in the execution of the integration and test Programme of Work;
- Provide professional guidance to national experts assisting with the completion of the Programme of Work. Working Environment: Normal office environment.
Security Clearance Level: NATO Secret
Starting Salary and Contract Offer:
- Starting basic monthly salary is 8,381.73 Euro and is exempt from income tax. Additional allowances may apply depending on the personal circumstances of the successful candidate.
- The successful candidate will be offered a definite duration contract of three years, which may be renewed by mutual consent for 1 further 3-year contract. Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
